The Kansas E-lien system allows lenders, dealers and other authorized lienholders to electronically exchange essential vehicle, lien and title information. The system is not available to vehicle owners.

Kansas vehicle owners who borrow money for a car, truck, motorcycle, trailer or another motor vehicle will not receive printed paper titles. Instead, the Division of Vehicles will hold the electronic title until the lien is satisfied.

When the lien is paid off, the division will mail a paper title to the appropriate owner, purchaser, dealer or financial institution.

Benefits

As a dealer, you may file Security Interest applications and cancellations electronically. As a lender, you may file SI applications and cancellations, secured titles, refinanced secured titles, duplicate secured titles, and lien releases.

This reduces paper, is convenient and allows the lender to manage their own liens. No cost to join.

Who is eligible

Lenders (banks, credit unions, lending institutions) or dealers from any state.

If your business is new to the Kansas Elien system, you will need to complete the Memorandum of Understanding, Application to join (for all associates who will use the system), and the Authorization for Electronic Funds Transfer.

Fees for transactions:

  • Security interest - $2.50
  • Secured title and refinanced secured title - $10.00
  • Duplicate secured title - $20.00

Frequently Asked Questions

An etitle or paperless title means that titles with a security interest (title with lien(s)) are held in electronic form by the Kansas Division of Vehicles. The Kansas Division of Vehicles cannot issue a Kansas paper title for a Kansas resident, original or duplicate, that has a lienholder indicated on the vehicle’s electronically held title record.

To perfect a security interest on a vehicle, a NSI must be filed within 30 days of date of purchase. For additional assistance with this transaction please view the "Customer Look-up Demonstration" once you have logged into the Kansas E-Lien system. To file a NSI you will create a security interest application and proceed following the step-by-step instructions as shown in the "Customer Look-Up Demonstration". There is a fee for this transaction.

A secured title will be filed when your customer is the current owner of the vehicle, has a current Kansas title record for the vehicle, and you have a clear Kansas paper title or signed and notarized lien release from a previous lender in your possession. To file a secured title, you will select "Create a Secured Title" and proceed by entering the VIN on the corresponding documentation. The supporting documentation will need to be scanned, uploaded, and submitted with the transaction. This type of application is pending review and approval by the Kansas Division of Vehicles once it is submitted and fee is paid. If additional or corrected documentation is required, correspondence will be sent via email to the representative that filed the transaction.

A duplicate secured title will be filed when your customer had a printed Kansas title, but it has been lost, mutilated, or become illegible. To file a duplicate secured title, you will select "Create a Secured Title" and proceed by entering the VIN on the corresponding documentation. The required supporting documentation for a duplicate secured title is a Power of Attorney, (Form TR-41) signed and dated by the titled owner OR a completed Application for Secured/Duplicate/Reissue Title (Form TR-720B) that has been signed and dated by the titled owner. The supporting documentation will need to be scanned, uploaded, and submitted with the transaction. This type of application is pending review and approval by the Kansas Division of Vehicles once it is submitted and the fee has been paid. If additional or corrected documentation is required, correspondence will be sent via email to the representative that filed the transaction.

A refinance secured title will be filed when your customer has a current Kansas title record for the vehicle and the title is being held electronically because there is a lien. This type of application is filed when the customer is refinancing the vehicle and you DO NOT have the lien release from the previous lender in your possession. To file a refinance secured title, you will select "Create a Refinance Secured Title" and proceed by entering the VIN. A refinance secured title will place your lien in second position on the title record allowing 30 days for the lien release from the previous lender to be submitted to the local county treasurer’s office or by fax to Titles and Registrations at 785-296-2383.

As a registered user of the Kansas Elien system you can view current information on any vehicle that is titled and registered in Kansas. This information can be obtained by selecting the "Inquiry on a Security Interest" option from the main menu, enter the VIN in question, and click the search button. The system will return the current owner and any outstanding lien information for the vehicle.

A Notice of Security Interest that has been filed incorrectly or in error by your business can be cancelled IF the title status is NA and electronic is false. Cancelling a NSI is completed by selecting "Reports" from the main menu. When cancelling a transaction, you may search using the VIN or by using the transaction date that the lien was filed. When entering the VIN to cancel, the beginning date will need to be removed before searching. When using the transaction date, the system will populate all filings for that date or date range in chronological order. You will click “View” for the desired VIN to see the electronic filing. There is a select box that you will check next to the owner name in the Motor Vehicle System (MVS) Current Lien Information section of the transaction snapshot. When that box is checked the “Cancel” will come up in blue below to be selected for cancelling the transaction.

If the vehicle has already been titled and registered with the incorrect information, you will need to contact the local county treasurer’s motor vehicle office the vehicle is registered in. The county office will be able to assist you in determining what is required to correct the title record.

To release a lien that you have electronically filed with a title status of approved and electronic true, you may search using the VIN or by using the transaction date that the lien was filed. Releasing a lien is completed by selecting "Reports" from the main menu. When entering the VIN to release, the beginning date will need to be removed before searching. When using the transaction date, the system will populate all filings for that date or date range in chronological order. You will click “View” for the desired VIN to see the electronic filing. There is a select box that you will check next to the owner name in the Motor Vehicle System (MVS) Current Lien Information section of the transaction snapshot. When that box is checked the "Special Mail Out" option will be available for selection if the title needs to be issued to an address other than the one the state has on file for the vehicle owner. Additionally, the “Release” will come up in blue below to be selected to release the lien.

If you are unable to electronically release your lien, please submit a signed and notarized lien release in one of the following manners:
